SB 396, once a much-vaunted “LIFE” Act gun control bill, is now focused on unwinding Proposition 187.

(Sacramento, CA) – Thanks in part to the efforts of gun rights advocacy groups including California Association of Federal Firearms Licensees (CAL-FFL), the National Rifle Association, and Gun Owners of California, state Senate Bill 396 has been amended from a gun control bill into one focused on education. The measure previously sought to ban the possession of all “large-capacity” firearm magazines, those that hold more than 10 rounds of ammunition, including legally-possessed “grandfathered” magazines.
Once authored by Sen. Loni Hancock (D-Berkeley) and a key component of Senate pro Tem Darrell Steinberg’s “LIFE” Act — a gun control package that was largely not passed or vetoed by Governor Brown last year — the proposal now seeks “to erase the stain of Proposition 187” and is helmed by Sen. Kevin de León (D-Los Angeles).
“Thousands of California gun owners can thank themselves for this victory,” said CAL-FFL President Brandon Combs. “Without their active and relentless opposition to this outrageous infringement of their Second Amendment gun rights, we might be facing a much different world in 2015.”
